Course Overview

This course introduces development professionals to the Human Rights-Based Approach (HRBA) and its practical application across the entire development programme cycle. Modern development programmes are increasingly expected to address not only economic and social needs, but also the rights, dignity, participation, empowerment and accountability of the people they are designed to serve. The programme provides participants with practical knowledge and tools for integrating equality, participation, empowerment, accountability and non-discrimination into programme identification, needs and rights assessment, design, implementation, monitoring and evaluation. It examines the shift from conventional needs-based programming towards an approach that recognizes individuals and communities as rights holders and institutions and authorities as duty bearers. Through practical exercises, case studies and programme-development applications, participants will learn how to identify rights-based development priorities, analyse power and inequality, strengthen participation and accountability, and incorporate human-rights principles into programme objectives, activities, indicators and results frameworks. By the end of the programme, participants will be equipped to design, implement and assess development programmes that are more inclusive, participatory, accountable, equitable and responsive to human rights, while contributing effectively to sustainable development outcomes.
