Course Overview

This advanced programme develops the professional knowledge and practical skills required to design, manage, conduct and utilise evaluations across programmes, projects, policies, strategies and organisational initiatives. It provides participants with a structured understanding of the evaluation process, from identifying evaluation needs and formulating questions through selecting appropriate methodologies, collecting evidence, analysing findings and translating results into practical action. Participants examine how to develop clear and useful evaluation questions, criteria, evaluation frameworks and evaluation matrices that are aligned with programme objectives and the information needs of decision-makers. The programme covers a range of evaluation approaches, including formative, process, outcome and performance evaluation, enabling participants to select methods that are appropriate to the purpose, stage and context of an intervention. The course also explores the practical management of evaluation assignments, including evaluation planning, scope definition, methodology selection, data-collection approaches, stakeholder engagement, evidence quality and evaluation governance. Participants learn how to assess different sources of evidence, apply appropriate analytical approaches and recognise methodological limitations when interpreting evaluation findings. Particular attention is given to evaluation evidence and its interpretation. Participants learn how to distinguish findings from conclusions and recommendations, assess the strength of available evidence and develop recommendations that are realistic, relevant and linked to identified performance issues and programme needs. A major focus of the programme is evaluation utilisation. Rather than treating evaluation as an end-of-project reporting exercise, participants examine how evaluation findings can be incorporated into management decisions, strategic planning, resource allocation, programme redesign and organisational learning. The course explores practical approaches for communicating findings to different audiences and increasing the likelihood that evaluation evidence will actually be used.
