Course Overview

This course introduces participants to the principles, tools and practical approaches for strengthening social accountability, citizen oversight and participatory governance. Effective institutions require mechanisms through which citizens, communities and civil-society organisations can access information, monitor public institutions, assess the quality of services and contribute to decisions that affect their lives. Strong social-accountability systems can improve institutional responsiveness, strengthen service delivery and build public confidence. The programme provides a comprehensive framework for understanding citizen oversight, community monitoring, public participation, public expenditure accountability, social audits, community scorecards, grievance and feedback mechanisms and participatory accountability. Participants will examine how these approaches can be used to generate credible evidence, identify service-delivery gaps, strengthen dialogue between institutions and citizens, and promote corrective action. Particular attention is given to citizen-generated evidence, monitoring of public services and expenditure, community scorecards, social audits, grievance mechanisms, civil-society oversight and constructive engagement between citizens and public institutions. Participants will also explore how social-accountability mechanisms can be designed to promote inclusion and ensure that the voices of vulnerable and marginalized groups are reflected in institutional decision-making. Through practical case studies, community-monitoring exercises, social-audit simulations and accountability-planning activities, participants will develop the ability to design and implement effective social-accountability mechanisms that strengthen citizen oversight, improve institutional responsiveness, enhance service delivery and promote transparency, accountability and public trust.
