Procurement & Supply Chain Management
Strategic procurement, contract management and supply chain leadership for public and private organisations.
Procurement and supply chain management have moved from cost-centre operations to strategic functions that shape organisational competitiveness. Modern procurement professionals need commercial skills, regulatory knowledge, risk management capability and increasingly, ESG expertise.
What procurement and supply chain management covers
Procurement is the process of identifying, sourcing, contracting and managing suppliers of goods and services. Supply chain management extends procurement into logistics, inventory, distribution and the end-to-end flow from raw materials to customer delivery. Together they represent one of the largest cost bases and one of the highest-risk areas in most organisations.
Strategic sourcing vs. transactional procurement
Traditional procurement focused on getting the lowest price for specified goods. Strategic sourcing takes a total-cost-of-ownership view: acquisition cost, quality, delivery reliability, supplier risk, contract flexibility and long-term partnership value. Strategic sourcing programmes typically deliver 5-15% cost reduction while improving quality and reducing supply risk.
Public procurement in Kenya and East Africa
Public Procurement and Asset Disposal Act (PPADA)
The PPADA governs all public procurement in Kenya. It defines procurement methods (open tender, restricted tender, request for proposal, request for quotation, direct procurement), thresholds, approvals and dispute mechanisms. Public procurement officers, evaluation committee members and accounting officers all need working knowledge of PPADA.
Public Procurement Regulatory Authority (PPRA)
The PPRA regulates public procurement standards, investigates breaches and provides guidance to accounting officers. PPRA circulars and directives update the operational reality of PPADA compliance.
Contract management
- Performance monitoring against key performance indicators
- Change control and variation management
- Risk transfer and insurance
- Payment terms and cashflow management
- Dispute prevention and structured negotiation
FIDIC contracts
FIDIC contract forms (Red Book for construction, Yellow for design-build, Silver for turnkey EPC) are the international standard for engineering and construction contracts. Understanding FIDIC risk allocation is essential for infrastructure procurement.
Digital procurement and e-procurement
Digital procurement platforms have transformed the function. E-procurement systems handle vendor registration, tender publication, bid evaluation, contract award and contract management in one workflow. Kenya's Integrated Financial Management Information System (IFMIS) and e-GP system are examples of national digital procurement infrastructure.
Sustainable and green procurement
ESG considerations have moved into procurement decision-making. Sustainable procurement evaluates suppliers on carbon emissions, labour practices, community impact and circular-economy design alongside price and quality. For African suppliers exporting to European buyers, sustainable procurement compliance is now a market-access requirement.
Supply chain risk management
- Single-source and single-country supplier concentration risks
- Business continuity and disaster recovery planning
- Cyber risk in connected supply chains
- Anti-corruption and integrity risk in supplier ecosystems
- Environmental and social risk in extended supply chains
